The Global Water Partnership's comprehensive set of methods and tools for stakeholder analysis within the Integrated Water Resources Management (IWRM) framework. The GWP defines stakeholder analysis as processes and methods that aim at achieving effective and inclusive stakeholder participation. Key methods include: Stakeholder Identification through focus groups, surveys, and interviews; Relationship Investigation using actor-linkage matrices and social network analysis; Attribute Mapping using Q Methodology and stakeholder mapping; and Alignment-Interest-Influence Mapping (AIIM) as a visual tool for assessing power, interest, vulnerability, and initiative impact. The Power-Interest Grid maps stakeholders into four quadrants: high power/high interest (manage closely, regularly engage), high power/low interest (keep satisfied, actively consult), low power/high interest (keep informed, maintain interest), and low power/low interest (monitor, provide information as needed). Essential for designing inclusive engagement processes in transboundary water governance.
