Report documenting the design of a transboundary multi-stakeholder platform (MSP) for the Incomati and Maputo river basins within the INMACOM framework. Supported by the International Water Management Institute (IWMI), International Food Policy Research Institute (IFPRI), and the CGIAR Initiative on NEXUS Gains. The design process included a three-day workshop in Maputo drawing lessons from the Zambezi Watercourse Commission (ZAMCOM) and Nile Basin Discourse. Key design features: RBO-incorporated governance model embedding the platform within INMACOM's official structure so recommendations have a direct formal channel to decision-makers. Two-level structure with a 24-member MSP Committee meeting semi-annually (combining government representatives and key stakeholders) and a broader MSP Forum convening annually. Stakeholder categories include government officials from all three countries, farmers (sugar cane and subsistence), civil society, energy sector, tourism, environmental conservation, and water quality advocates.
